  The Implementation Measures for Financial Subsidies to Encourage the Development of Overseas Passenger Transport Routes in Sanya City were reviewed and approved at the 40th Executive Meeting of the Eighth Municipal Government on July 31, 2023, and are now distributed to you. Please implement them seriously.

Implementation Measures for Financial Subsidies to Encourage the Development of Overseas Passenger Transport Routes in Sanya City


Article 1: In order to accelerate the construction of Hainan Free Trade Port, implement the decisions and deployments of the Provincial Party Committee, Provincial Government, and Municipal Party Committee and Municipal Government on promoting the development of international routes, in accordance with the "Implementation Plan for the Restoration of Overseas Flights in Sanya City" (San Fu Ban Han [2023] No. 21), create a more convenient and efficient international air transportation network for Sanya City, attract global tourists, and assist Sanya in building an international tourist destination and a high-tech highland for free trade port, Based on the actual situation of our city, this method is formulated.


Article 2: The financial subsidy funds for overseas passenger routes referred to in these Measures refer to subsidies specifically used for the expansion of overseas routes in Sanya City. The subsidy targets airlines or charter companies that participate in the expansion of Sanya's international and regional route network and meet relevant conditions and have international or regional route operating licenses.


Article 3: Subsidies for newly opened overseas regular direct flight routes (excluding flights from Hong Kong, Macao, and Taiwan regions where there are no airlines or charter companies operating regular direct flight routes from Sanya to the overseas city for 24 consecutive months prior to the date of departure) shall be implemented for a period of no less than 2 years, with an average of no less than 1 flight per week. According to different flight schedules and seat numbers of aircraft models, a 3-year cultivation period (calculated from the date of the first flight of the route) will be granted. The first, second, and third years will be calculated based on 100%, 75%, and 50% of the financial subsidy standards, respectively.

Article 4: Encourage airlines or charter companies to open and operate regular air express flights from Sanya to Hong Kong, Macao, and Taiwan, and provide a subsidy of 20000 yuan per flight for routes in Hong Kong, 20000 yuan per flight for routes in Macau, and 40000 yuan per flight for routes in Taiwan.


Article 5: Newly added subsidies for regular direct flights to cities with the same passenger source outside of China. Encourage an airline or charter company to fly in principle. When the passenger market is abundant (with an average passenger occupancy rate of over 75% for flights on this route and over 50% for inbound passengers), it is supported for a second airline or charter company to encrypt this route. Flight subsidies shall be implemented according to the subsidy standards of the first airline of this route for the current year. If the passenger occupancy rate of the route is less than 75% or the passenger occupancy rate of inbound passengers is less than 50%, no flight subsidy will be given to the second airline or charter company.



If more than one airline applies for a new overseas flight at the same time, priority will be given to overseas flights that submit complete application materials and sign a tripartite cooperation agreement as the first flight.


Article 6: Encourage airlines and charter companies to attract foreign tourists to visit Sanya and increase the seating capacity of inbound passengers on the route. The quarterly passenger occupancy rate of overseas flights operated by airlines and charter companies in the first year shall not be less than 40%, and the quarterly passenger occupancy rate of overseas inbound passengers shall not be less than 20%. Starting from the second year, the quarterly passenger occupancy rate of flights shall not be less than 50%, and the quarterly passenger occupancy rate of overseas inbound passengers shall not be less than 40%. Otherwise, the flight subsidy for the current quarter of the route shall be distributed at 50% of the subsidy standard.


Article 7 Subsidy for inbound and outbound passengers

For all international Asian routes (including Hong Kong, Macao, and Taiwan regions) and intercontinental routes operated by airlines or charter companies, as well as all overseas routes (overseas stopover routes or code shared connecting routes must have the same flight number), a subsidy of 400 yuan and 600 yuan per person for inbound and outbound passengers will be provided.


Article 8: Encourage airlines or charter companies to open and operate regular round-trip flights (with the same flight number required), and provide subsidies for different flight segments:


(1) Domestic waypoint - Sanya - Overseas waypoint

The Sanya to overseas flight segment enjoys the flight subsidy stipulated in Article 3 of these Measures and the subsidy for inbound and outbound passenger volume stipulated in Article 7 of these Measures.

(2) Overseas waypoint - Sanya - Overseas waypoint

Enjoy the flight subsidy under Article 3 of these Measures and the inbound and outbound passenger volume subsidy under Article 7 of these Measures for each of the two flight segments.


(3) Sanya - Domestic waypoint - Overseas waypoint

The Sanya to domestic route segment only enjoys route subsidies and shall comply with the standards of other overseas routes stipulated in Article 3 of these Measures. The Sanya to domestic route segment shall meet the quarterly passenger load factor requirements of Article 6 of these Measures. For destinations with the same international city, only the first flight route will be supported. After the opening of regular direct flights from Sanya to this international city (subsidized by newly opened overseas regular direct flights), this subsidy will no longer be granted.


Article 9: For other routes that require special support (such as regular direct flight routes that are of great significance for promoting the local economy, the fifth and seventh right regular routes that promote the construction of Hainan Free Trade Port, etc.), they may be reported to the Municipal People's Government for approval on a "one case, one discussion" basis, and the subsidy standard and subsidy period may be determined separately.


Article 10: Appropriate rewards shall be given to relevant units such as Sanya Phoenix International Airport, Phoenix Entry Exit Border Inspection Station, Sanya Customs, Civil Aviation Sanya Supervision Bureau, etc. for the additional funds required to promote the restoration of international and regional passenger routes, ensure the orderly execution of overseas flights, etc., in accordance with the principle of combining spiritual and material rewards, and prioritizing spiritual rewards. Specific plans shall be formulated separately.


Article 11: Encourage airlines or charter companies to use rewards and subsidies to promote marketing, promote and promote the image of Sanya International Tourism, and use the subsidy funds to cultivate new routes and develop markets for passenger source areas. The specific publicity and promotion plan and content should be reflected in the tripartite cooperation agreement signed between the airline or charter enterprise, the Municipal Tourism Development Bureau, and the Municipal Transportation Bureau.


Article 12: Subsidy Application

(1) Airlines or charter companies should submit a written application for subsidies for newly opened overseas routes to the Municipal Tourism Development Bureau. After obtaining route rights, schedules, or signing charter contracts, the Municipal Tourism Development Bureau shall take the lead in organizing the Municipal Transportation Bureau and airlines or charter companies to sign a tripartite cooperation agreement for overseas routes. For routes operated in the form of charter flights, airlines and charter companies need to have a special contract agreement to subsidize the applicant.

(2) When airlines or charter companies apply for subsidies for newly opened overseas routes, they should submit the following materials to the Municipal Tourism Development Bureau: a written application for subsidies for newly opened overseas routes (including route flight information), a copy of their business license, a flight analysis report (the importance and necessity of route opening, route execution arrangements, customer market analysis, financial analysis, etc.), and a marketing and publicity plan for Sanya, And relevant materials required by the Municipal Tourism Development Bureau.

(3) Airlines or charter companies shall submit the following materials to the Municipal Tourism Development Bureau and the Municipal Transportation Bureau within 10 working days before the first flight: a flight schedule telegram approved by the Civil Aviation Administration or supporting documents that can prove the approval of the flight schedule, the original and photocopy of the charter contract of the charter company, and the latest flight information.


Article 13: Subsidy Settlement Basis

(1) Various flight schedules (one departure and one landing at Sanya Phoenix International Airport, totaling one flight), passenger occupancy rates, and number of aircraft seats shall be based on the data provided by Sanya Phoenix International Airport.

(2) The number of inbound passengers for overseas flights shall be based on the data confirmed by the municipal port department (port joint inspection unit).


Article 14: Subsidy Settlement and Allocation

The subsidy for overseas passenger flights and the subsidy for inbound and outbound passenger volume in these measures shall be settled quarterly. When the number of flights executed in that quarter is less than 13, the settlement shall be postponed to the next quarter.

The Municipal Transportation Bureau shall include a portion of the funds borne by the municipal finance in the departmental budget in accordance with the procedures. The Municipal Finance Bureau shall be responsible for incorporating subsidy funds into the annual financial budget of the Municipal People's Government, coordinating the subsidy funds of the municipal finance, and timely distributing them to the Municipal Transportation Bureau.

Each civil aviation enterprise unit shall apply for the subsidy fund review procedure within 10 working days after the settlement period expires, and submit the original subsidy application, flight operation data (including aircraft type, seat number, flight frequency and duration, passenger throughput, quarterly seat rate, and inbound passenger quarterly seat rate) and account information to the Municipal Tourism Development Bureau and the Municipal Transportation Bureau, At the same time, submit acceptance materials for joint marketing or promotion as stipulated in the tripartite cooperation agreement to the Municipal Tourism Development Bureau.

After the acceptance of the marketing closing materials by the Municipal Tourism Development Bureau, a letter of acceptance shall be sent to the Municipal Transportation Bureau. After receiving the acceptance letter from the Municipal Tourism Development Bureau, the Municipal Transportation Bureau reviews the subsidy funds and allocates the subsidy funds to airlines or charter companies in accordance with regulations. After receiving complete and accurate application materials, each department shall complete the review and disbursement work within 45 working days.


Article 15: Enterprises applying for subsidy funds shall truthfully provide application materials. Enterprises that engage in fraud and use subsidy funds in violation of regulations shall be punished in accordance with the provisions of the State Council's "Regulations on the Punishment and Punishment of Financial Violations" (State Council Order No. 427), and the relevant subsidy funds used or fraudulently obtained in violation of regulations during the agreement period shall be fully recovered.

If relevant departments of the municipal and district people's governments and their staff engage in acts of corruption, bribery, abuse of power, dereliction of duty, power rent-seeking, profit transmission, and favoritism, corresponding punishments shall be given in accordance with the law. If a crime is suspected, criminal responsibility shall be pursued in accordance with the law.


If the auditing unit conducts a third-party audit and the third-party institution engages in fraud or issues false evaluation reports during the audit process, they shall be held accountable in accordance with the law and regulations.

Article 16: For overseas flight routes that have signed a cooperation agreement and have been suspended for more than one natural month (excluding force majeure) after less than two years of operation, the financial subsidies of the airline or charter enterprise for one quarter before the suspension shall be cancelled.


Article 17: If an airline or airline intends to suspend or suspend flights on overseas routes after 2 years of operation, they shall submit a written report explaining the suspension to the Municipal Transportation Bureau and the Municipal Tourism Development Bureau one month in advance. For those who do not report as required, the financial subsidy of one month for airlines or charter companies before the suspension will be cancelled.


Article 18: These measures may be adjusted and improved according to market conditions and requirements of higher authorities. The specific application issues shall be jointly explained by the Municipal Tourism Development Bureau, the Municipal Transportation Bureau, and the Municipal Finance Bureau.


Article 19: These measures are applicable to overseas scheduled routes that will take effect from January 1, 2023.


Article 20: These measures shall be implemented from October 1, 2023, and shall be valid until December 31, 2025.

Article 16: For overseas flight routes that have signed a cooperation agreement and have been suspended for more than one natural month (excluding force majeure) after less than two years of operation, the financial subsidies of the airline or charter enterprise for one quarter before the suspension shall be cancelled.


Article 17: If an airline or airline intends to suspend or suspend flights on overseas routes after 2 years of operation, they shall submit a written report explaining the suspension to the Municipal Transportation Bureau and the Municipal Tourism Development Bureau one month in advance. For those who do not report as required, the financial subsidy of one month for airlines or charter companies before the suspension will be cancelled.


Article 18: These measures may be adjusted and improved according to market conditions and requirements of higher authorities. The specific application issues shall be jointly explained by the Municipal Tourism Development Bureau, the Municipal Transportation Bureau, and the Municipal Finance Bureau.


Article 19: These measures are applicable to overseas scheduled routes that will take effect from January 1, 2023.


Article 20: These measures shall be implemented from October 1, 2023, and shall be valid until December 31, 2025.
