According to information, on January 23rd, the city's tourism office held its third working meeting to deploy diving rectification efforts. On January 24th, the city's tourism and culture bureau drafted and issued the "Sanya Diving Tourism Market Special Rectification Action Plan." Multiple departments in Sanya jointly conducted a concentrated special rectification campaign targeting the diving tourism market, focusing on aspects such as industry qualifications, price transparency, safety facilities, and service quality. They inspected diving clubs, tourist attractions, yacht marinas, and other operating units across the city to ensure the stability of the diving tourism market.

From January 25th to January 29th, departments including tourism and culture, law enforcement, transportation, public security, maritime affairs, Tianya District, Jiyang District, and the coral reef reserve management office, conducted special diving inspections according to the "Plan." A total of 569 inspectors were dispatched to patrol the Sanya Bay and Phoenix Island waters 58 times, inspecting 398 vessels. They found one instance of illegal diving activities, persuaded 19 fishing boats and yachts to leave, and handed over two "triple-no" (no license, no registration, no identification) vessels. Two travel agencies were inspected, with one issue identified and rectified. Illegal solicitation was checked 10 times, with 58 individuals involved in illegal solicitation identified.

Near the Luhuitou scenic area, a law enforcement drone ascended to the sky, using its camera to closely monitor the waters for any illegal divers. "This morning (January 30th), through drone patrols, we discovered illegal diving activities near the coral reef reserve in Xiaodonghai. We immediately coordinated with law enforcement and public security departments to conduct a surprise inspection on-site. We drove away three boats involved in illegal diving and sea fishing. Through coordinated air and ground operations, we ensured precise law enforcement, increased the crackdown, and purified the marine tourism market environment," said a relevant person in charge of the city's tourism office.
