Dongfang Airport will occupy approximately 4,500 mu (300 hectares) of land. It will feature a new 3,400-meter runway meeting 4E-class standards to accommodate mainstream passenger and cargo aircraft at full capacity. The plan includes a 60,000-square-meter terminal, cargo warehouses, and aprons, with provisions for adding a parallel runway in the future.

Haikou Meilan Airport serves as the primary regional aviation hub in Hainan, balancing passenger and cargo services, with emphasis on route network connectivity and hub functions.
Sanya Phoenix International Airport is positioned as a secondary regional hub, prioritizing passenger traffic while integrating cargo operations. It is under consideration for designation as a national air logistics hub, with its Phase III expansion project targeted for completion by late 2025.
Qionghai Boao Airport is designated as a key regional airport, enhancing cargo capabilities while supporting business aviation in Hainan. Its Phase III expansion is slated for completion by late 2025.
Dongfang Airport will be developed as a regional cargo-specialized airport, with construction planned to begin in 2025.
